The 45-day data-center moratorium is now city-confirmed. The City Clerk Archive lists Urgency Ordinance No. 13-26 N.S. as adopted Sep 15, 2026 (GC §65858). The Clerk certified the roll call at 7–0: Bana, Brown, Jimenez, Wilson, Zepeda, Vice Mayor Robinson, Mayor Martinez; no noes, abstentions, or absences. This supersedes the earlier press-reported vote count (6–1 with one abstention). City noticed a public hearing Tue Oct 20, 2026, 6:00 p.m. PT on a proposed 22-month + 15-day extension — not adopted yet. OpenAI Harbour Way stays ops/testing — not a data center.
